If you want a Flame Atronach or Frost Atronach, just buy 3 Fire Salts or 3 Frost Salts. You can practice your Restoration, Illusion, and Alteration skills on them by healing, rallying, and shielding them. You just need 3 Void Salts to summon a Storm Atronach, which is the toughest of all summoned Atronachs.

I'm playing as a Redguard Sorcerer and using the Atronach Altar to summon them at Frostcrag Spire. Do you have access to Frostcrag Spire yet? (I'm assuming you have the GOTY version of Oblivion with all the add-ons, including Frostcrag Spire, Battlehorn Castle, and Deepscorn Hollow.)
